Samsung Electronics plans $4.09 billion memory-chip testing investment in Vietnam

Samsung Electronics plans to invest 105.79 trillion Vietnamese dong ($4.09 billion) in memory chip testing facilities at Yen Binh Industrial Park in Thai Nguyen, Vietnam, according to an investment plan submitted to local authorities, with the first line due to start in the fourth quarter of 2027 and another planned for 2028. The facilities will do final testing of DRAM and NAND flash chips packaged at Samsung's Cheonan plant and will not manufacture wafers.

Microsoft releases Microsoft-Decision-1 decision-scoring model on Foundry and OpenRouter

Microsoft introduced Microsoft-Decision-1, a model for fast decision-scoring designed for routing, classification, prioritization, verification and workflow control, available in Microsoft Foundry and through OpenRouter. Microsoft said it post-trained Qwen3.5-9B for the model and will rebase it on other models including Microsoft AI (MAI) and OpenAI; it reported the model as 35 times quicker than GPT-6 Sol, with input tokens priced at $0.042 per million and free output tokens.

ASML raises Korean lithography replacement-part prices by 10%; Samsung and SK hynix accept

ASML will raise prices on all replacement parts for the EUV and DUV lithography tools it supplies in Korea by 10% across the board, starting with January supplies next year; Samsung and SK hynix accepted the increase after talks with their purchasing organizations, The Elec reported citing industry sources.
